There has been a lot of confusion because of the advise given by volunteers during the PBP.
The check point volunteers were told , not to notice the control times because there were too many starts. For the volunteers, it would have been a nightmare to check the time rider per rider. Of course, it is not exactly what is put in the PBP rules but that the decision was as an organizer's right.The rule for making the controles is as below:-
Article 14 : Opening and Closing Time of the Controls
The opening and closing times indicated in the brevet card must be respected scrupulously.
Note : For riders starting from 04:00 p.m. to 05:30 p.m., all opening times are free. Riders must arrive at each control within the time limits. Only a serious material incident may be accepted as justification for late arrival, and the delay must be recovered within the next two controls at the latest .

Hope this clears the doubts of who qualifies and who does'nt.
Ofcourse the final decision wil be relayed to us after the ACP meets for homologation.
